Manning council hires Singh as city administrator

The City of Manning Council appointed John Singh as city administrator during its regular meeting on Sept. 9, approving his hire effective Sept. 15 pending background and reference checks.

Singh brings more than 20 years of public service experience to the role. He most recently served as director of public works in Orangeburg, following more than a decade as that city’s assistant administrator. In 2020, he stepped in as Orangeburg’s interim city administrator when longtime administrator John Yow retired. Singh previously served as administrator of the Town of Elloree from 2003 to 2009 and began his professional career as a real estate agent with The Wolfe Company. A graduate of the University of South Carolina with a degree in political science, he has also served on the boards of Edisto Habitat for Humanity and the Elloree Fire Board and is a member of the Elloree Lions Club and Trinity Lutheran Church.

Alongside Singh’s appointment, council conducted a full agenda of city business. Council gave first reading to Ordinance No. 2025-04, which amends the city’s business license ordinance to update the class schedule in compliance with Act 176, a statewide law passed in 2020 that requires uniformity in business license practices across South Carolina. The ordinance passed without discussion from either council or the public.

Members also voted to adopt a resolution committing the city to participate in the Municipal Association of South Carolina’s Problem Solver Grant program. The resolution includes a 5 percent local match, which in Manning’s case amounts to $1,250. Officials said the grant will help the city strengthen its procurement policies while securing services and products needed for municipal projects.

While Mayor Julia Nelson did not deliver a formal report, she took a moment to announce the city’s Patriot Day Service scheduled for Sept. 11, an annual remembrance ceremony honoring the lives lost during the September 11, 2001, terrorist attacks.

There was no update from Interim Finance Director due to illness. However, Interim Administrator Daun Davis provided several infrastructure updates. She told council that Phase 1 of the city’s stormwater project has been completed and that a walk-through will be conducted in the coming weeks. She added that the sewer replacement project is now underway and progressing as planned, though the work has required detours. Davis reminded residents to use caution and follow posted detour signs in construction areas.

Councilmembers also raised individual concerns during the meeting. Julius Dukes requested staff look into grant opportunities that could help the city expand sidewalks and improve pedestrian access in more neighborhoods. Sherry Welle called for attention to ongoing problems with code enforcement and asked that staff explore ways to resolve those issues.Photos from the Patriot Day service can be viewed in the Happenings section of The Manning Times.
